To understand how a project is developed it could be as simple as moving a piece of equipment or building a house. There is always a requirement that needs to be met in order to get a tasked completed. All aspects of project are developed with a standard operating procedure or SOP. Once a project has been awarded or assigned it up to the project manager to start to put the pieces together.

As the project manager the development of statement of work and the assignment of roles and responsibility is developed and the development and setting up of meetings to coordinate the communication plan. The Project manager role is to communicate the status and development and be held accountable to his stakeholders and to his peers.

The contract manger job is a little different as he is overall in charge of the management of the contracts made with customers, other contractors and vendors and even employees. Contract managers help negotiate and work on the cost and bidding on any of the needed projects demands.

In the end the project managers need to work closely with the contract manager in order to get the proper materials needed for his or her project. The Project manager has the overall responsibility to maintain the project within cost.

The reasons why we use a standard templates for SOW, RFP, and procurement contract award is so that the projects maintain a sense of normality and that the process does not need to be reinvented every project so if that if another project manager needs to take over the steps are identical and can conducts business as usual but most importantly it allows for a stream line process that can be reviewed and updated to be a more efficient business.

As I have worked in both the military and as a contractor for the government it was a process to move a secure computer from one room to another with that process was a standard SOW. It was a simple task, but we had a requirement and then developed a plan, proposed the plan got the approval and then set up the personal to coordinate the required move. In the end we would go back and look at if there was room for improvement or what we could do better. It gave me my first look at project management.

Starting a project itself is overwhelming but deciding whether to use a contract manager or a project manager can be undecided. There are some differences in each but they both have one goal. They both manage the project in some kind of way.

When it comes to a contract manager they oversee small projects of just one in particular. They are the ones who has first contact amongst the people within the project. This will occur throughout the project and will not change. The contract manager negotiate within the project to the subcontractors. Serving as a liaison, as a contract manager you are the main facilitator for contract drafting, evaluation, negotiation, and execution. You would need a good filling system to keep up with your paperwork for audit reasonings. On the other hand the project manager are in charge of certain projects within an organization. They do similar things as a contract manager like monitor and report. They also plan the project and budget. The project manager is not the first point of contact as if a contract manager would be, but management do support them and give them some authority.

As you can see both have similar objectives and task and one ultimate goal to see the project through. They are the ones who put the projects together and make sure it goes as planned. One focuses mainly on the contract as the other focus on the entire project.
